What does this PR do / why we need it:
This PR fixes an E2E test (1-031) that is currently failing against the GitOps Operator 1.19.4 RC builds.

• 1-031_validate_toolchain: Updated the expected toolchain versions to align with the 1.19.4 component matrix (specifically bumping Kustomize from v5.7.0 to v5.7.1).
