Adds bernstein to projects.yaml under infrastructure (Infrastructure & DevOps).

Bernstein is a Python orchestration tool — sits next to ansible, paramiko, etc. as infra tooling. Available on PyPI as bernstein, Apache-2.0, active.

Followed CONTRIBUTING.md: yaml only (not README), title Add project: bernstein, single project per PR.
