Adds Step 4 (local translation load function) between the config file setup and GTProvider steps, per Archie's request. References the local-tx guide for details and trade-offs.

Adds a new Step 4 to the Next.js quickstart that sets up a
loadTranslationsfunction for local translation storage, inserted between the config file setup (Step 3) and the GTProvider (now Step 5).Inspired by the local-tx guide. Steps 4–10 renumbered to 5–11.
