Re-lands the OTLP tracing config keys (
tracing-otlp-endpoint,tracing-otlp-insecure,tracing-sampling-ratio) originally introduced in #585.History

Do not merge until bee's OpenTelemetry migration is in. That branch is
feat/opentelemetry-migration. Once it lands on bee master, bee will recognise the new keys and this PR can ship safely.Replaces
