Support for scraping Azure Managed Prometheus for AKS Control Plane metrics

Proposal

Today, a preview feature to scrape Control Plane (API server, kube-scheduler, autoscaler) metrics sends the metrics to Azure Managed Prometheus.
This doesn't work for self hosted prometheus as the collection is inside the control plane.

This feature request is to expose a prometheus endpoint after the metrics are send to Managed Prometheus so customers using self hosted prometheus can continue to use it
