Add scraper for Event Hub Cluster

Proposal

Although promitor already supports the scraping of Event Hub Namespace metrics, it is not possible to use this scraper to obtain the metrics for the Event Hub cluster.
Event Hub Cluster metrics are defined at https://learn.microsoft.com/en-us/azure/azure-monitor/reference/supported-metrics/microsoft-eventhub-clusters-metrics

We are working to create a new scraper for it (because it's something that we really need). If we achieve to make it work, we will create a pull request.
