const declaration of lookup_table(s)

In the release the lookup_tabels are placed in RAM. could it be moved to const memory for embedded usage?

I think this is a simple but effective PR. There's not much to discuss, and it significantly helps on embedded devices that rely on ROM instead of an MMU.

@tajen While I agree with you, I think this change does not belong to llhttp but rather to its parser, llparse: https://github.com/nodejs/llparse.
