[Bug]: Checkboxes on individual rules can't be toggled

Description

the category-level checkboxes are "working", while the individual rule ones are "indicators" but cannot be checked/unchecked.

this feels like a bug with the current visuals since they appear identical. If its by design we should make the the individual checkboxes visually different

Steps to Reproduce

1. open code analysis settings
2. try clicking all the checkboxes
