[Feature Request]: Open Data API Builder Designer directly from GitHub Copilot chat

Feature Description

Enable opening Data API Builder directly from GitHub Copilot chat, making DAB a stand-alone experience. Users could type a request in chat, triggering our agent tool to directly launch the feature.

Problem and Motivation

Currently, users must invoke DAB manually through the UI or palette. The ability to open DAB directly from Copilot chat would streamline workflows, enabling more flexible and discoverable use of DAB.
