File size or quality targets for Image Resizer

Description of the new feature / enhancement

Instead of resolution presets, Image Resizer could be a lot more useful if it allowed:

• A file size target to compress the image to a preset or custom size (retaining resolution or even dropping it when required while maintaining the aspect ratio)
• A quality target to compress the image to a preset or custom quality percentage (retaining resolution)

Scenario when this would be used?

When an image file needs to be compressed to a certain file size.
