Simplify build system

• Recommended to move away from Poetry -- just keep it simple with PIP over the long term. Poetry simplifies some things, but makes other things more complicated. At some point, we will need to use Azure Artifacts, and Poetry has issues with this. Poetry wraps up a lot. Hatch, PDM for build. packaging.python.org should be start.
• yapf - get rid of it, just use pylint
