FEAT: Packet Signal Report

Send a packet signal report -before- a radio data frame.

PktSignalReport - 0x7

• timestamp - long long unsigned int - 8 bytes - unixtimestamp(or localtime) in milliseconds
• rssi - uint8 - 1 byte - RSSI, assumed to always be negative
• snr - int8 - 1 byte - SNR
• noise - uint8 - 1 byte - Noise floor, assumed to always be negative
• length - data packet length as uint16

Applies to ble, lora and wifi packets

Noise Floor was also requested by @rightup

We need a spec for reporting this information.
Probably a KISS command for turning it on and off per packet.
Maybe an additional KISS command to request noise floor.

I kinda doubt we'd have fresh noise floor data per packet. Also, I imagine people might want to get noise floor data even if there are no decoded packets so I think we should probably report noise floor somewhere else. Either way, I added it to the PktSignalReport above.

Could do a specific command code for a NoiseFloorReport=0x8 for noise floor reporting only. Or make a general PktRadioStatsReport=0x8 where we report all the basics:

RadioStatsReport command_code=0x8

• noise - uint8 - db and implied to be negative at all times (to give us plenty of bit depth)
• rx_count - uint32 - packers
• tx_count - uint32 - packets
• tx_airtime - uint32 - seconds
• rx_airtime - uint32 - seconds
• uptime - uint32 - seconds
