[FEATURE] Add back-to-top button for better navigation

✨ Feature Description

Add a floating "Back to Top" button to improve navigation experience on long pages.

🤔 Problem It Solves

Users need to scroll manually to return to the top of the page after browsing multiple organizations or sections.

💡 Proposed Solution

Add a floating button that becomes visible after scrolling down and smoothly scrolls the page back to the top when clicked.

1. Improves user experience
2. Makes navigation easier
3. Enhances accessibility on long pages

My approach:

Add a floating ↑ button fixed at bottom-right of the page
Show it only after user scrolls down ~300px (using scroll event listener)
Smooth scroll to top on click using window.scrollTo({ top: 0, behavior: 'smooth' })
Hide/show with CSS transition for a polished feel
Fully responsive — works on both desktop and mobile

No external libraries needed — pure HTML/CSS/JS.
Can you please assign this to me? Happy to submit a PR soon!
