[FEAT]: System Administrator ENV config for Workspace Deletion protection

What would you like to see?

As a system admin/IT deploying the AnythingLLM container on my infra:

• I should be able to configure an additional configuration called WORKSPACE_DELETION_PROTECTION that when present hides UI elements and blocks code paths for deletion of workspaces.

This should be apparent in the UI, but also apply to any code path, including API actions.
